Climate Resilient and Inclusive Cities (CRIC) training to prepare climate action plan in City of Pekanbaru resumed into the second phase with the first climate adaptation training (A1) discussing Scientific Base of Climate Change and Climate Risk and Vulnerability.
The event was held between 29 - 30 November 2022. Pekanbaru is one of CRIC Project’s pilot cities in Indonesia. The others are Bandar Lampung, Cirebon, Pangkalpinang, Pekanbaru, Mataram, Kupang, Samarinda, Banjarmasin, Gorontalo, and Ternate.
One way to identify city’s commitment to climate actions is through the development of local Climate Action Plan (CAP). CAP will provide evidence-based measures to reduce greenhouse gas emissions and preventive measures to address the potential climate impact in city development. CAP shall be developed by applying top-down (scientific) and bottom-up (participatory) approaches.
Facilitation from the CRIC Project in developing the CAP in 10 pilot cities will also contribute to the achievement of the National Determined Contributions (NDCs) target. The Indonesian government has increased its greenhouse gas emission reduction target in 2030 from 29% to 31.89% on voluntary basis and from 41% to 43.2% with international assistance.
This A1 training focuses on the preparation of local and regional climate change projection scenarios, the concept of climate vulnerability and risk, the and climate risk and vulnerability assessment exercise (SIDIK).
On the first day of training, there were 34 participants consisting of 14 men and 19 women. The second-day participants who attended the training activities were 44 participants consisting of 23 male participants and 21 female participants. On the third day of the activity, 45 participants attended, consisting of 21 male participants and 24 female participants, while on the fourth day there were 43 participants consisting of 21 male participants and 22 female participants.
Local government representatives from various agencies attended the CAP A1 training in City of Pekanbaru. They came from the City's Environmental Agency (DLHK), City Development Planning Agency (Bappeda), Disaster Management Agency (BPBD), Public Works Service (PUPR), Agriculture and Fishery Agency (Pertanian dan Peternakan), People's Housing Agency (PERKIM), Meteorology, Climatology and Geophysics Agency (BMKG), Research and Development Agency (Balitbang), Labour Agency (Tenaga Kerja), Food Security Ageny (Ketahanan Pangan), Centre for Ecoregion Development Control (P3E Ministry of Environment and Forestry) and The Planner Association (IAP), Walhi Riau, and University of Muhammadyah Riau (UMRI), Politeknik Caltex Riau (PCR), and Universitas Lancang Kuning.
The A1 training produced several outputs as follows:
- Meeting participants understand the concept of a scientific basis study which consists of the concept of using nature and extreme climate analysis.
- Meeting participants understand how to operate the Sibias and Google Collabs and produce the climate model.
- Meeting participants understand the concept of calculating vulnerability using the SIDIK application and excel calculation of vulnerability, the potential impact.
- CAP training participants could analyse Cooling Degree Days (CDD) that is measured by how hot is the temperature on a given day or during a period of days in Pekanbaru.
- CAP training participants could analyse data indicators into 3 components, namely sensitivity, exposure, and adaptive capacity components. In addition, participants have determined the ranking of components and the weight of each indicator.
The (A1) Scientific Base Training on Climate Change, Climate Risk and Vulnerability will be followed by the second adaptation training (A2) discussing Calculation of Climate Risk and Vulnerability Results, as well as Adaptation Action Plan Development Training. The A2 training will be held between 19 – 20 December 2022.
